Jennifer Eng
Jennifer is a Principal Associate specialising in planning and housing-led development, advising developers, Registered Providers and public-sector landowners on residential, mixed-use and infrastructure schemes. She provides commercially focused guidance across the full development lifecycle, including early planning strategy, site acquisition due diligence, risk analysis and the negotiation of Section 106 and infrastructure agreements.
Her practice covers all aspects of planning and development delivery, with particular experience in affordable housing, mixed-use regeneration, strategic infrastructure and complex highways matters. Jennifer is known for aligning planning strategy with commercial objectives and deliverability, ensuring clients can navigate risk while maximising value.
She also advises on CIL, highways arrangements, planning policy, enforcement , and has delivered sector training, including course lead on housing development programme and specialist enforcement courses for public-sector officers.
Notable projects include:
- Acting for a Registered Provider on a joint venture acquisition and delivery of 200+ homes , including due diligence, pre-planning contract structure, overage, nutrient neutrality and negotiation of the Section 106 agreement.
- Advising a Local Authority as landowner on a mixed-use town centre regeneration scheme for 71 homes and Class E commercial space.
- Acting for an NHS Trust on a major hospital redevelopment, including negotiation of the Section 106 agreement.
- Serving as exclusive legal advisor on traffic and highways matters for a London Highway Authority, including s38/s278 agreements and TROs.
